Process


The Technology Program Review process is essentially a type of collaborative, participatory, evaluation that focuses on digital learning as its programmatic content. The key benefit of the collaborative approach to evaluation is that it engages the stakeholders in a particular program or initative with the underlying purpose of the initaitve that is being evaluated. Educationally, this approach nicely mirrors what teachers do every day when they engage in activities such as authentic assessment. Sun Associates finds that this evaluation approach works very well with digital learning initatives as the first hurdle that most schools and districts encounter in their evaluation work comes from defining common goals and expectations for digital learning and its impact on teaching and learning. The Technology Program Review process we discuss in this Toolkit helps districts define what they are evaluating, the benefit of their initiative, and then ultimately the impact and outcomes of their initiative.

The process for a Technology Program Review starts therefore with assembling the right group of stakeholders to oversee the evaluation, and then charging those stakeholders with an appropriate set of tasks.
